If you can't see the video for any reason it basically explains that you certainly can gain muscle on a small calorie surplus without gaining any body fat, in fact actually losing fat while building muscle.
The bulking up method is faster at growing new muscle, partly as an excess of calories will trigger growth hormones that make muscle gain easier. However the total process, bulking, then cutting, can actually be slower overall and is certainly tougher for those who struggle to lose weight (which is most of us!)
